Project Overview

The AI Stakeholder Analysis Tool helps policy designers uncover the hidden impacts of proposed policies. Policy failures often happen not because the idea is bad, but because we fail to anticipate how different groups will react to it. This tool uses AI to simulate those reactions before you even publish a draft.

It acts as a "Cost-Benefit Analysis Engine" where custom AI agents adopt the personas of specific interest groups (e.g., small business owners, environmental activists, local residents) to provide critical feedback.

The Intuition: Why Use AI for This?

Standard policy analysis often suffers from blind spots. As a researcher or student, it is difficult to fully step outside your own perspective and imagine the specific grievances or incentives of a stakeholder group you don't belong to.

This tool leverages the "Persona" capabilities of Large Language Models to force that perspective shift. By explicitly instructing an AI to "think like a small business owner concerned about regulations," we can generate arguments and cost-benefit calculations that might otherwise be overlooked.

It turns the solitary act of writing policy into a simulated town hall meeting, allowing you to see the friction points early.

How It Works

The application deploys a multi-step AI workflow:

  1. Policy Input: You enter a proposed solution (e.g., "Implement a congestion pricing zone in downtown").
  2. Stakeholder Identification: The system analyzes the text to identify 5 distinct groups who would be significantly impacted (positive or negative).
  3. Simulated Analysis: 5 separate AI agents are instantiated, each adopting one of these personas. They rigorously analyze the policy from their specific worldview.
  4. Final Report: A "Chief Policy Advisor" agent synthesizes these conflicting viewpoints into a master report, offering a feasibility score and suggested amendments.

How to Use It

  1. Launch the App: Click the button above to open the Hugging Face Space.
  2. Enter your proposed policy in the text box.
  3. Wait for the simulation. The system will first identify the stakeholders, then run the parallel analyses. This usually takes about 45-60 seconds.
  4. Review the Consensus. The final report will highlight the "Wins" and "Losses" across the board, helping you refine your policy proposal so that it is more politically feasible.
